A meeting was held at the Foreign office at 12 noon on September 20th to consider how far the conclusions reached by the Committee of Imperial Defense in regard to the possibility

Smythies, Directorate of Operations and Intelli- gence, Air Ministry: Sir û. Grindle, K.G.4.0., C.B., Colonial office: Mr. P.A. Glutterbuck, M.G., Colonial office: 1. 4. Mounsey, G.M.§., 0.8.X., Foreign Office (in the Chair): Mr. Shearmen, Foreign Office, and ir. Strang, Foreign Office.

Consideration of sanclusions of Committes of Imperial

Defense.

Mr. Munsey explained that in Foreign office telegram to Mia šajesty's Minister at Peking #o. 260 of September 17th, which all those present had already seen, it was stated that, in order to make quite sure that nothing had occurred since last March to induce the military and naval experts to revise their opinions on the practicability of a blockade of Canton am of offensive astion in China, as quoted in that telegram, the Foreign offiss would consult them again and would inform Sir R. Moleay the result as early as possible,

The representatives of the Admiralty, War office and Air Ministry stated that they were satisfied that the conclusions arrived at by the Committee of Imperial Derenos in Karsh last, as quoted in the Foreign Office telegram, continued to govern
